The HCGP will elect 17 delegates (plus alternates) to the Green Party of Texas State Convention using approval voting, a method in which voting members mark their approval for all delegate candidates who are acceptable to them.
These delegates will, among other duties, represent HCGP members’ preferences for who should be the Green Party’s presidential candidate.
HCGP members will express their presidential preferences also using approval voting, marking their approval for all presidential candidates who are acceptable to them. Each candidate’s percentage of all approval votes cast will be calculated to the first decimal point, rounding from 0.5 up and from 0.4 down. Delegates will be required to support specific presidential candidates in accordance with HCGP members’ preferences, as follows:

Delegates will use approval voting to select a spokesperson to facilitate their voting processes and represent their decisions.
Delegates will vote on all other convention matters in accordance with their conscience and their charge to represent the interests and desires of the HCGP.
More Details (Than Most Will Want to Know)
We are allotted 17 delegates to the Green Party of Texas State convention. This means each delegate would represent 1/17 of HCGP member votes, or 5.9%. To avoid “partial delegates” for presidential candidates who receive very few votes, a minimum threshold is needed. This proposal calls for a candidate who receives at least 75% of the 1/17th vote total to be given a delegate, to avoid leaving his/her supporters without a voice. Therefore the minimum vote requirement to receive one delegate is 4.4%.
To receive a second delegate, a candidate would have to receive the full amount for one delegate plus 75% of the requirement to get to the second delegate (5.88235% plus 4.41176%, which rounds to 10.3%).
In the unlikely event that round-off causes us to need more than the allotted number of delegates, delegates will be taken in equal percentage from those candidates receiving the highest delegate totals.
If round-off causes us to select less than the allotted number of presidential candidate delegates, the extra candidate delegates will be considered uncommitted delegates. The selected delegates will vote to determine who will be the uncommitted delegates. Any delegate may run for the uncommitted positions. Example: If two slots need to be uncommitted , each of the 17 delegates will vote for two people on a secret ballot, and those delegates with the most votes will be uncommitted.
HCGP co-chairs will facilitate the initial election of the delegate spokesperson at the general meeting. Any delegate who is seconded may run for the position of spokesperson. A new spokesperson election will be held whenever 25% (5 of 17) of the delegates request it. For an election to be held, every delegate must be notified, and a quorum of 2/3 (12 of 17) of the delegates must be present.
